Maximising the impact of big spenders in the Leeds City Region
The challenge
Anchor institutions such as hospitals, universities and housing associations are often the biggest spenders and employers in a city. However, their contributions to the wider social, health and economic development objectives were limited.
The Approach
Via a review of practice international and action research in the Leeds City Region, this project looked at anchor institutions in Leeds City Region, examining how the impact of these big spenders could be maximised for the region.
The Impact
The report was citied in reports and policy briefing documents including: ‘Briefing: How Local Industry Strategies can deliver inclusive growth’. This briefing was later cited by the Local Government Association in their CPD module about devolution. Findings from the Devins et al. report were also used to inform interventions to improve progression in low-paid, low-skilled retail, catering and care jobs.
